The Architects Registration Council of Nigeria (ARCON) is the regulatory body established by the Architects (Registration, ETC,) Act Chapter A19, the Laws of the Federation of Nigeria 2004, to regulate the training of Architects and practice of Architecture in Nigeria.

The Architects Registration Council of Nigeria (ARCON) is implementing the ARCON Project Registration Number (APRN) System which entails the process of numbering ALL Architectural Projects in Nigeria. 

According to the process, all Architectural Projects/Drawings are prepared only by fully registered architects, submitted to ARCON and assigned the ARCON Project Registration Number (APRN) before submission for Planning/Implementation Approvals. This process achieves the aim of ensuring that all Architectural projects/drawings are designed only by fully registered Architects, documenting and classifying Architectural projects/drawings accordingly before submission for Town Planning/Implementation Approvals.

The system is being implemented under the powers and responsibilities vested on the Council under the Act.

To this end, the Council is commencing the pilot project in the Federal Capital Territory Abuja.

The Council is therefore requesting for proposals (Technical and Financial) on the full Conceptualisation, Design, Automation, Implementation and Management of the APRN System.

Proposals are to be submitted within two weeks from the date of this RFP and should contain the following:

  1. Diagram and/or schematics detailing proposed design and structure of the system. Timing for the full take off and implementation of the system.
  2. Project charges and fees for all phases of execution of this project including management fees (the Council will provide the approved Rates).
  3. Spread sheets detailing the costs and potential revenue of the Council.

This request is based amongst other things, on the following factors which should be incorporated to the Proposal:

  1. The applying Technology Company is managed by a Professional, who must demonstrate affinity with the core intent of this project. Evidence of prior execution of automated IT systems Projects will be an advantage.
  2. That there are no issues of confidentiality with the applying Company, as this project will involve manipulation and maintenance of data (such as Register of Architects and intellectual property rights of Architects), which originally is the responsibility of the Registrar of the Council.
  3. That the system to be produced will generate real time Research and Development data which will be used by the Council in its duty of upholding decent educational standards in the profession and practice of Architecture.

All submissions should include the following documents:  

  1. Evidence of Company registration with Corporate Affairs Commission (CAC).
  2. Three(3)  years Tax Clearance certificate from 2011 to 2013.
  3. Evidence of Registration with National Pensions Commission
  4. Evidence with Registration with Industrial Training Fund (ITF).
  5. Three (3)  years audited account for 2011 to 2013.
